Summary:
We are looking for a Senior Civil Engineer to oversee and manage construction projects from inception to completion. The ideal candidate will be responsible for planning, designing, and supervising infrastructure projects, ensuring they meet all safety and regulatory standards.

Job Responsibility:
1. Collaborate with architects, engineers, and other stakeholders to develop project plans.
2. Conduct site investigations and analyze data (maps, reports, tests, etc.) to determine project feasibility.
3. Prepare cost estimates, budgets, and project schedules.
4. Supervise construction teams and ensure project timelines are met.
5. Manage and review project documentation and reports.
6. Ensure compliance with building codes, safety regulations, and other legal requirements.
7. Provide technical advice and guidance to project team members.
8. Resolve design and construction issues as they arise.

Candidate Requirements:
1. Bachelor's degree in Civil Engineering or related field.
2. Proven experience in civil engineering, with a focus on construction projects.
3. Strong knowledge of construction methods, materials, and regulations.
4. Excellent project management and leadership skills.
5. Proficiency in AutoCAD, Civil 3D, and other engineering software.
6. Excellent communication and interpersonal abilities.
7. Certification as a Professional Engineer (PE) is preferred.
8. Ability to work well under pressure and meet tight deadlines.

Skills Description

Requirements:
 Minimum Bachelor’s Degree in Civil Engineering or relevant Subject
 Education qualification obtained from North America, West Europe, Australia
 Holder of Chartered Membership in relevant discipline (e.g. Engineering) would be 
an advantage.
 Minimum 10 years’ cumulative experience of Drainage Networks including 3 years 
managing contractors and leading a team.
 Experience of working in a multidisciplinary Organization preferably in the Middle 
East.
 Knowledge and experience in Contract Management. Ability to deliver and support 
change.
 Knowledge of Quality, Health and Safety, and Environment policies, procedures and 
regulations.
 Manage the Framework Contractor’s maintenance/cleaning activities and RRRU 
works related to all three systems (Foul Water/SGW/TW) to ensure the availability 
/ maintainability / reliability of all DNO&M (Foul Sewer/SGW/TW) assets in the 
assigned catchment zone.
 Direct team members to carry out necessary inspection and supervision activities to 
ensure the Framework Contractor’s compliance with all contractual obligations.
 Review the annual preventative maintenance and repair schedules submitted by 
framework contractors for submission to Head of Section and provide inputs to 
reduce downtimes to existing services
 Advise contractor on improvement initiatives that are developed to drive down 
maintenance time and cost sustaining system availability.
 Participate in investigation, root cause analysis and report findings in relation to 
customer enquiries, breakdown diagnostics and flooding events.
 Ensure that incidents / emergencies reported by DNO&M Customer Service teams, 
external stakeholders or others are attended to and resolved by the Framework 
Contractors.
 Review tender documents for capital maintenance Works (RRRU works).
 Lead all stages of the project lifecycle for new RRRU works based on the 
requirements of the catchment.
 Provide support on commercial matters and risks to the Engineers related to 
framework contracts.
 Ensure team / Framework Contractor’s compliance with all processes and 
procedures relating to Enterprise Asset Management System (EAMS) and other 
DNO&M systems and processes. Identify and discontinue redundant / duplicate 
activities
